Black spot has long been a problem for roses especially hybrid teas. Fortunately, new and improved roses bred for disease resistance is reshaping the rose industry. Here is another webpage specifically about black spot disease of roses: https://extension.umd.edu/resource/black-spot-disease-roses/.
See the section on "Management Strategies" in the above webpage. Whenever you water roses try not to get foliage wet, but rather aim to water near the ground surface. Rake away any fallen leaves, and if looking for a fungicide to control black spot visit garden centers to speak with a knowledgeable sales associate to advise you on the right product to purchase and how/when to apply it.
I also suggest visiting botanical gardens to speak with a rosarian who takes care of roses in their gardens to learn how they manage common rose issues.
