I was watering a batch of bugleweed below a lilac bush, and found lots of white jelly or fatty looking substance. It seems to be mushy and intact. I sprayed it out of the plant as much as I could. What is this stuff and what do I do about it?

We can't identify the substance by viewing the photo.
However, based upon what we can see, we think it might be slime mold. If it is, it's harmless and can be ignored.
