This is one of the Sedums, possibly Stonecrop (Sedum) makinoi. I’m sorry, I don’t have a sedum specialist to assign this to for a positive identification.
I grow this plant in Sherwood, and most of it dies in the cold winters. I usually have some also in a pot with other plants which I shelter in my garage for the cold snaps under 25°F. Those make it through regularly. I’m unsure if the plant fails due to the cold, or because of the combination of cold and constantly wet roots in our winters.
