Hydrangea not blooming #879009

We have 2 hydrangea plants right next to each other. They were bought and planted many years ago. Picture 1 One plant is our neighbor’s and it never flowers fully. Picture 2 This plant blooms every year. My poor neighbor is very frustrated and wants to remove hers. I said I’d check with you guys for an answer. Thanks

It sounds like you don’t know if these are the same variety of hydrangea. From the photos it appears that they are different. 

Do they get the same amount of light? They could be right next to each other and still one is more shaded than the other due to a tree growing up near it.  If one is shaded out it will not bloom as much. It looks like there are small blo9ms on it.. 

Hydrangeas need sun to bloom. More is better.
