I’ve been watering and treating for budworm and using insect terminate.

Thank you for your question.  Your petunias are infected with a virus, which is untreatable.  Aphids were the carriers ("vectors") of the virus.  Viruses aren't diseases.  They permanently change the DNA of the plant, so you're stuck with them.  Here's more:  https://pnwhandbooks.org/plantdisease/host-disease/petunia-petunia-spp-viruses
