No, MSU does not have pond testing services or kits. You can check in with your local health department to get a list of companies near you that can test for phosphorus and nitrogen in surface waters.
If you want to do the testing yourself and you don't mind a loss in accuracy, you can use a number of kits out there. These types of kits are meant for a quick assessment.
