Without seeing its inflorescence (flowering structure), it is not possible to positively identify this grass. After it produces the inflorescence, you can compare it with online images.

You didn't specify which Oregon state park is in your vicinity. Recommend you contact that park directly to see if they might be able to assist you with identification. They may also be able to let you know if they have any concerns about this grass.
