There are too many bagworm bags to remove. Can I treat the bush before removing all of the bags?

Thank you for your gardening question. Yes you can treat bag worms chemically, though by looking at these pictures I don't know if your shrub will recover. Sometimes plants will recover and sometimes not. Weighing time to remove, cost of treatment and chance of death with removing and destroying shrub - do not compost.
At this point in the season pulling them off and destroying is best so you will have less in your yard to infect other plants then follow the directions for chemically treating .Chemically treating in the spring is most effective and becomes less effective due to the larva size.
As the article states bagworm can affect other trees and shrub. You will want to inspect trees and shrubs in your yard.
