Beetles eating my dianthus #878817

My previously healthy Sweet William plants are being devoured by black beetles (NOT Japanese beetles).  They are about 1/8-1/4 Inch in size.   They are only eating the buds and flowers, not the leaves.  Have never seen these before, although they do resemble the beetles that have eaten my clematis.  Any advice to kill them/their offspring?  Thanks.
