This would be a question best directed to your utility company. That being said, there are some plants that look similar to tree of heaven. I'm including a couple articles that discuss control methods and look alike plants. If the utility company is unable to assist, you might consider reaching out to your local conservation district. Sometimes they can assist with the control of invasive plants.
