Tree is losing all it's leaves, sprayed with Sevin, didn't help. Looks like some kind of aphid???

Aphids do not typically kill trees.  And they are pretty easy to remove with a strong water spray to the underside of the leaves.  

There is a more likely cause for the thinning canopy.  See the following websites for ideas on what to look for.

If this is a high value tree an onsite inspection by an arborist will give you a more thorough answer.
