This insect appears to be a type of midge. They are not one of the common pepper pests. Could you please provide more information: Are you growing this pepper inside or out? In a garden or a pot? Are the leaves being chewed or do they have scarring on them? Are there any eggs under the leaves or any where on the plants? Are the leaves turning yellow and falling off, or turning brown and crispy? Are there any flowers on the plant? If it has produced fruit, what does that look like, any issues? Any other pictures that might show issues with the plant?
