I need  a bit more detail on the compost bin you have but my first guess is that the material needs to be turned over periodically  The insects are probably assisting in breaking down the material by  laying eggs in it and their larvae are eating the scraps.  Turning over the material helps assists with adding oxygen and allowing bacteria to break the material down.  The turn also kills the insect larvae, thus reducing, if not eliminating that issue.  Insects as well as other critters will feed on the waste if it is just allowed to sit.  Decay without oxygen is slower and may produce odors that will attract them.  Thus turning the material, deals with these issues.
