Good Evening Patty,
I think you know more about necrotic ring spot fungus than I do. We are Extension Master Gardener volunteers who answer yard and garden questions. I am not a certified lawn care specialist and cannot confirm a diagnosis on your sterile turf grass lawn from a photo.
Here is a link to the U of M Plant Disease Clinic. For a fee, you can send a sample for a diagnosis: https://pdc.umn.edu/
I will provide a link to our Extension Lawn care calendar: https://extension.umn.edu/planting-and-growing-guides/lawn-care-calendar
If you choose to spend resources to get the spots to go away on your lawn, I suggest you contact your lawn care specialist again.
We have had inquiries from various HOA members requesting information about pollinator gardens and lawns and alternative grasses to Kentucky bluegrass.
I will include a few links here for you to consider with your HOA: https://extension.umn.edu/lawns-and-landscapes/planting-and-maintaining-fine-fescue-lawn

Good Luck!
Welcome!
