While ignoring the white powder on the leaves (diatomaceous earth), do these dahlia leaves appear to be affected by a virus or other disease? I've caught rollie pollies, grasshoppers, earwigs, and leafhoppers in this bed recently for reference.

Some of these leaves show signs of a mosaic viral disease. Viral diseases infect the plant DNA, so therefore cannot be treated to cure the disease. It is spread to other plants by insects, which feed on the infected plants, and then go to another. The only treatment is to remove the plant.
