Hi Marna,

I have asked a master gardener to follow-up with you with a phone call.  We will need to see photos or samples of the damaged leaf and/or live insects if you can capture one or photos. You can bring them to our plant clinic in Prineville on Wednesdays between 1-5 at the Extension office there, once we have them identified then we can can suggest management.  off the the top of my head it may be leafhoppers on the grapes. Leafhoppers can also be present in lawns ( a different species than those in the grapes) but they do not kill lawns so if you have lawn damage this is going to be something else causing it.
