Because you are not in Wake County, I am not permitted to respond to your question-primarily because conditions there are enough different that any answer I gave could be incorrect.  However, the Plant Insect and Disease Clinic at NCSU, link below, does work statewide and are better at answering your type of question than are Extension Master Gardeners.  Submitting photos is free, but I would suggest that you include at least one close up photo and give an indication of when the problem started if you can, and how old the cypress are, and any other details that you can provide, such as did browning occur quickly, did it start at top or bottom, how many trees are affected, etc.
