If this is scale how do I treat it, it not what do you think it is?

I'm not sure what it is. It doesn't look like scale:

It could be aphids, possibly this one:

In either case, remove them as best you can (hose or gloved hand). Both scale (in the early stages) and aphids can be treated with insecticidal soap.
