It looks like it has some powdery mildew on it which could be causing the blooms to abort before opening.
Is it in full sun? You could try to pruning it back to a few feet off the ground and letting it grow again to see if that helps rejuvenate it. Trumpet vine are so vigorous it should have no problem coming back. You just may have to wait until next years to get some flowers, but given they don't seem to be opening anyways, it may help!
