We own 27 acres of woodlands near Toledo, OR. Our mature cascara trees are dying. Lost 2 last year and another this year. Wondering if it is a disease or climate.

I am sorry to see that your cascara are dying. This is definitely site-related, most likely a confounding impact of drought and hot weather over time. Cascara do best in USDA Hardiness Zone 3B and Toledo is in 9B (see this map for plant hardiness zones). They prefer less extreme weather conditions. You can learn more about cascara here.
