1. last year 1/2 tree died and we cut it off
2. this year there are a large number of new sprouts/branches on other half that appear to be doing very well but the older part of that other half has died.
3. is it ok to cut/ trim off the dead part of this other half and leave the new surviving new shoots and when is best time of year to do that pruning/trimming/cutting w/o harming the new shoots?

Dead wood should always be pruned off as soon as possible because the branches can come down spontaneously. Falling branches can tear healthy wood and do property damage. Pruning live wood is best done when the tree is dormant to prevent exposure to disease organisms.
