Pest or disease on Pear(Pyrus Spp.) - Bartlett #877830

Hello, I have an unknown pest or disease that is on my Pear(Pyrus Spp.) - Bartlett, as well the adjacent pear (unknown cultivar), and was wondering if you could help identify and give guidance on the best way to treat or manage the issue. Roughly 30% of the leaves on the Bartlett and about 15% of the other pear have at least 1 of these lesion/blister/spots on them. It is on leaves at the top and bottom of the tree and pretty evenly dispersed. In the middle of the orange/yellow spots has small tan to black spots that look like small eggs or possibly mites, but they seem stationary. The exterior of the fruit looks unaffected. The tree had a few of these last year, but not nearly as many as this year. Last year the fruit did have damage from Codling moths as well and I am not sure if these are connected. This looks more like a type of rust than insect damage, which would typically have holes/ none of the color change across the leaves.
