This appears to be a slime mold of some kind. I will consult with OSU plant pathology and then get back to you to answer your questions.
Here is the updated information on slime molds.
”slime molds thrive on decaying organic matter and do not survive well in dry conditions. She can remove the slime mold by wiping it or hosing it off, and continue to sift the dirt or mulch to allow more airflow. Slime molds are not dangerous to humans or animals.“
