My cucumbers fell victim to powdery mildew and I lost the battle. I’ve never had this issue before but the plants died after some failed attempts to save them (Neem oil spray and a peroxide/water mixture). After clearing out the bed, do I need to do anything to the in-ground soil before replanting? I had 4 cucumbers planted next to 4 green beans and 2 tomatoes in the same bed. I had hoped to still be able to replant something this month.

It sounds like your plants are a bit crowded but I need a picture to know.
I have to take your word on mildew https://extension.umn.edu/disease-management/powdery-mildew-cucurbits It is a fungal condition of excess water, crowding and poor ventilation. Plants that are on the ground as opposed to on mulch or suspended on trellises are at particular risk.
It is not caused by insects--neem oil is of no value and can burn leaves making the plant susceptible to more damage.
No special bed prep is needed.
Plant away but adjust spacing, reduce watering, and elevate/stake plants.
