This is the 2nd year I attempted to grow Broccoli, the first year it started to grow and than just stopped, I think bugs. This year I was very careful did everything natural, planted in May and this is what happened. Am I am able to still use/eat it?

It looks like your broccoli has started to bolt because of the hot weather. Broccoli is typically a cool weather plant. You can still eat it, and after cutting the initial sprouts, it should continue to produce more small sprouts. If allowed to form flowers, it will become bitter. Just cut it back and wait for more to form in the cooler weather.
