This tree was likely planted when the house was built 70 years ago. It is roughly 6 ft taller than the roof of my the rambler home. I don't know the name of the tree, but it flowers beautifully for approx 1 week in the spring.
It has brown spots on leaves and the leaves are drying out and falling.
1. is this serious or not?
2. What action should I take?

It looks like apple scab on a crab apple. Compare here:

The most effective treatment is planting resistant varieties. But this year even resistant varieties are getting scab. The reference above gives prevention techniques. At this stage, no treatment is effective.
