Brandywine maple tree has new growth at branch tips however directly beneath the new growth the leaves are showing black spots and dark curling edges. Cause? Remedy?

Your maple leafs look like they may have suffered hail damage. From the photo I see holes in the leaves that are turning brown at the edge. The holes also look irregular. Insect damage would probably exhibit as small round holes or chewing at the edge of the leaves.
Trees can react to hail damage by budding out new leaves. This seems to be what is happening here.
