Can you please identify the insect or larvae in the photos?

The thing in the photo does not have legs and is attached to the leafs of my pepper plant.  It is not an adult Asian Beetle.  
is there something else that looks similar to what you replied to in your response ?

Also, what can I use to get rid of them as they are destroying my plants.
