Hi Rebecca,
The monarch population does seem even lower than usual. Some of this could be linked to the fact that we’re less likely to see them in rainy weather, but I’ve barely seen any in my own yard.
Many of the efforts to raise and release monarchs are done by private citizens on their own. I don’t know of any coordinated group efforts to do this. In fact, there’s been criticism that these efforts may actually hurt the wild monarch population. See this page:
