Request for Collaboration on Kersey Agricultural Land Use Regulations
The Town of Kersey is updating its land use regulations, including our agricultural zone. Our regulations address animal units, livestock confinement operations, livestock feeding performance standards, etc.
Our goal is to promote sustainable and responsible agricultural practices while minimizing impacts on neighboring properties. We also strive for regulations that are simple, straightforward, and transparent.
Recognizing our limited in-house expertise on these matters, we are interested in exploring the possibility of requiring agricultural operators to develop management plans in collaboration with the CSU Extension office. These management plans could serve as a tool to foster transparency and accountability, while also providing valuable support and resources to agricultural operators. We would appreciate your insights on the feasibility and potential benefits of this approach.
Additionally, we are interested in understanding whether such management plans could be revisited on a periodic basis, perhaps every 3-5 years, to ensure they remain current and effective.
This is just an idea that I had as a way to simplify our regulations. We are open to other ideas and would greatly appreciate the opportunity to discuss this further with you.

There are states and areas that require management plans, but these are generally around animal manure management and land application. The State of CO does have standards for large animal operations, but smaller facilities are often exempt. Depending on what your goals are, there are examples from other states that may apply to Kersey. For example, Pennsylvania requires a nutrient management plan for any site with more than 8 AUs (https://extension.psu.edu/programs/nutrient-management).
