Elm Tree only partially bloomed #877329

On 5/13/2024 I sent an email to the UofMN stating our elm tree didn't bloom. A few branches bloomed, but not many. Steve Miles replied stating it may be possible the buds bloomed early and froze again. We have since noticed like trees in our neighborhood with the same problem. One neighbor was told it is dead and it has already been removed.
Steve had said to send another picture in a month so here is the 5/13 photo and today's photo from 7/15. Hoping you can provide some guidance for us. We would hate to lose this tree and hoping we just need to wait until next year. Any information you can provide would be appreciated.

Thank you for writing back.
The tree is severely damaged essentially involving the entire crown.  It should be seen by an arborist.  It perhaps has stem girdling roots from being planted a bit low but this looks more like an insect related disease.
I cannot make any estimate of whether the tree is structurally sound but it does not appear to be in a place that would damage a house or car.
