Lilac and Heritage Oak Tree Issues #877250

Thanks for your help. Our lilac shrubs, which we have had for six years and have barely bloomed now seems to have some sort of disease. Please see the photo below. One of the larger shrubs has this problem over 15% of the shrub. The others have a bit of this issue. What are your recommendations? Also, in May we had a heritage oak planted which is about 18' tall. Some of the leaves are brown on the ends. We have been watering it faithfully. Today I noticed small ants on the trunk. Here is a leaf photo. What is your recommendation?

Oak leaf
The leaf looks like it has been scorched and the cause transplantation shock because it’s root ball is very small. Your tree needs “new tree care” and time to recover from planting.
