can you test soil for sprayed on herbicides and pesticides?

Technically yes you can, but in reality it is not practical.
You would have to know exactly what chemicals you are searching for and would need to use a specialized lab at great cost.
If you can give us an idea of what you have going on and what you are trying to grow, we could give you our thoughts.
