Oh my goodness! You have leaf galls. Please see this UMd Extension webpage on leaf galls: https://extension.umd.edu/resource/tree-and-shrub-galls/.
As this webpage suggests, leaf galls are not particularly a problem and is mostly a cosmetic nuisance. However, I see leaf galls reappearing year after year on the same trees so some intervention may need to be applied particularly if your trees are young. You may need to seek the help of a professional arborist to help you with this problem. Please follow manufacturers product recommendations for any gall remediation efforts you try yourself.
