For the past 10 days, my house has been infested with tiny black insects. They are attracted to the light and come in through the screens. They do not bite but swarm around me if I'm reading at night and are all over the floor. Is there someway to eliminate them?

These are midges, small insects whose larval life stage lives in water. They will emerge in pulses during the summer. If you live near water, there's not much to do about them. The good news is that they don't live for more than 1 - 2 weeks. Turning off porch lights and putting blinds down at night may help deter them from flying towards the screen.
