I was thinking this might be introduced Europen skipper, mostly due to distinct white wing border?

There are nearly 60 species of skipper in Maryland, and several look nearly identical to each other. (A few species also have a light-colored border to their wings. Plus, in some cases, males and females can have different wing patterns or coloration.) We can't see enough detail of the wing pattern (upper and lower surfaces) to determine which species this is, though it does not appear to be an Essex / European Skipper unless the wing markings on that species are highly variable.
