I am finding the pictured bugs on my 2-year-old trees, both pine and hard wood trees. These possibly look like the same as bugs I had in my garden last year. Is there a spray I can put on to get rid of them? Are they harmful to trees or garden plants?

Those are Japanese beetles and they do show up in July every year. They are a new pest and are more widespread every year.
