Hi Jennifer -
I will start by saying that I am not a rose expert. However, after looking closely at your photos, I have looked for signs of Rose Rosette disease and I really don't see that problem. However, I do see other problems. First, Rose Rosette disease is caused by a virus: https://www.canr.msu.edu/news/rose_gardeners_should_learn_the_symptoms_of_rose_rosette_virus
I don't see the signs of it on your roses. One rose, the third photo, seems to have a large, red, new growth on it. I think that this *might* be (please look and check) coming from the graft. Does that growth go all the way down to the ground level? If so, that's an unwanted growth from the graft.
I also think you have black spot or cercospora leaf spot on your roses. https://gardeningsolutions.ifas.ufl.edu/care/pests-and-diseases/diseases/black-spot-vs-cercospora-leaf-spot-on-roses/
Last but not least, there is some chlorosis on the leaves in photo 1 and 3. This is usually a sign of lack of nutrients https://hortsense.cahnrs.wsu.edu/fact-sheet/common-cultural-chlorosis/.
I know this is a lot of information, but I hope it helps you.
