Squirrel damage #876913

We have 52 arborvitae, near 40 years old. 1 is being stripped of the greenery, not so much the bark. Cant really tell cause they’re so tall but an arborist told me it’s a squirrel nest? I thot they made holes in trees, can you give me ANY info?

Hi,
I found several sources to corroborate what your arborist said.  Squirrels are known to strip vegetation off trees for their nests.   Here are a few links; the last one shows a squirrel's nest:
