These are definitely an aphid.  I believe they are a rose aphid.  You need to get rid of these by spraying your affected plants with insecticidal soap or Neem oil.  Be sure to follow label instructions and spray the entire plant getting the underside of the leaves as well.  You may have to treat more than one time.  Good luck!
