The new growth flagging in this specific way looks like a pest that is on the rise in the Great Lakes region White Pine Bast Scale. This pest, along with the pathogen Caliciopsis pinea (a fungus commonly called Caliciopsis Canker or pine canker) are both problems for white pines in our area. In combination, this pest/pathogen complex can kill weakened or stressed trees.

No treatments are advised but trying to keep your tree as healthy as possible is generally advisable to reduce pest damage. Minimize drought stress with proper watering. Make sure the tree is planted in enough sunlight and gets enough airflow (not crowded out by other trees).
