Dear Robin:
The UVM extension plant pathologist identified the plant in your pictures as rudbeckia that has been affected by the rudbeckia psyllid nymph.
To control it, she suggests that you could try Neem or insecticidal soap. We attach a link to a resource that provides additional information.
