Rose disease #876834

Can you identify this disease on my hunted t roses? I have been treating them with a multi purpose fungicide, insecticide, monoxide to no avail. Including some pictures.

It looks like saw fly larvae damage. Look for very tiny worms or caterpillars and if saw fly larvae is eating your roses they will be bigger soon.
