Thanks for reaching out! I use a similar method with landscape fabric in my vegetable garden, and I have found that it works quite well for weed control. The landscape fabric should be taken up each fall, and it should be discarded if there were any disease problems in the garden.
In terms of tillage, I try to reduce tillage as much as possible, only tilling where necessary in the seed bed prior to planting. This method is similar to strip tillage, which is what some crop farmers use to reduce tillage in the area surrounding the row in which they will plant.
