I have not started perennials from seed.  Looking on the internet, there are several to chose from, but I personally have not used them.

 From Seed to Bloom by Eileen Powell;  the New Seed Starters Handbook by Nancy Bible.

There looks like there are e-books also available.  I would suggest reading people’s feedback on the books before you decide.
