Hi Tammy, 

It is actually a wasp, and not a social wasp like a yellowjacket that can be a nuisance. It is the Western Cicada-killer Wasp (Sphecius grandis) and the adults specifically hunt cicadas (another insect) for their young. It is very common east of the cascades.
