I understand that frozen tomatoes break down when thawed, and there would be quality/texture issues, but is it actually UNSAFE to use frozen tomatoes to make a (safe, tested NCHFP) salsa recipe?

While not recommended, using frozen tomatoes in salsa recipes for canning does NOT make them unsafe. We appreciate you asking the question and using tested recipes from NCHFP.
