Insect eggs? #876572

Hello. I found this on a peony leaf, under a honeysuckle vine. I have a feeling these are eggs of something invasive. I’ve asked my gardening forum, but have gotten varying opinions. What is this? In person, it looks almost like silica.

We don't believe these are eggs. Have you used any soil amendments in the area? This is similar in appearance to some gel like products that are sold to "retain" water. Would you be able to send us a photo from further back showing more of the plant? Is this the only leaf you have found this on?
