What this pest on my tree and how do I get rid of it completely?
It’s dripping a sticky fluid and smells very pungent. It’s all over my magnolia tree and its close to my home n deck structure.

That looks like Magnolia scale. There are different ways to treat it. https://hort.extension.wisc.edu/articles/magnolia-scale/
Possibly a systemic insecticide drench along with a spray of Neem oil, or horticultural oil would work for you. Scale can be difficult to control.
