Came across this plant but have never seen this type. I believe it is milkweed due to the flowers and leaves but have never seen them in a group like this before. It's on a hill of sand in our yard.

Yes, this looks like common milkweed. It might have been injured at some point early on and that is why it has a more bushy appearance. It does look like it has some nutrient stress as well.
